RULES

EXPECTED TO READ AND UNDERSTAND ALL THE CONTENTS OF THIS MATCH
PUBLICATION. SAFETY IS FIRST PRIORTY
AND IT WILL NOT BE COMPROMISED.
QUESTIONS WILL BE ANSWERED AT THE SHOOTERS MEETING
COLD RANGE : The Fayetteville Police Department Range is a cold range. Firearms will not be handled anywhere on the range except in designated safety areas or under the direct supervision of a certified staff Range Officer. Handling of firearms in the parking areas, other than to remove rifles and shotguns from their cases to be placed in a cart or wagon for transporting to the safety area is deemed unsafe gun handling. Always keep the muzzle pointed in a safe direction. All firearms must be kept cased until you reach a safe area, then you may remove it. When transporting long guns around the range, the action must be locked open.
GUN HANDLING: Handguns must be carried Hammer/Striker down in a holster with no magazine. Rifle and Shotguns must be cased or carried slung with the muzzle down, action open. Do not bring cased guns to the shooting line. When it is your turn to shoot you should be ready to load. This is going to be a fast paced match, and ROs will not have time to accommodate bagging and un-bagging. Participants will be disqualified from the match for Negligent Discharge. Negligent Discharge is defined as the discharge of a firearm in an unsafe manner or unintentionally in which a projectile (bullet) strikes the ground with in 3 meters (about 10 feet) of the competitor or range officer, or outside the confines of the backstop, or in the process of reloading or unloading. Participants shall be disqualified from the match for dropping a loaded firearm or dropping a firearm while in the re- loading or unloading process. You will not be disqualified for dropping an unloaded firearm, however, do not pick up the firearm yourself. Contact your RO immediately, and he will retrieve & clear the firearm for you, and return it to your holster. A participant shall be disqualified for allowing the muzzle of his / her firearm to break the 180 degree safety plane (except while inside the shoot house).
SAFETY AREAS: Safety areas are located around the range to un-bag and holster or un-holster and bag guns, and also for dry fire practice and gun repair. ABSOLUTELY NO AMMUNITION MAY BE HANDLED IN THE SAFE AREAS! , NOT EVEN DUMMY AMMUNITION!
RANGE OFFICERS: You will obey all range commands by Range Officers. Their job is to ensure your safety and the safety of others. If there are indications that you are becoming unsafe, attempts will be made to warn you. If your gun handling has become unsafe, you will be stopped. If you hear STOP! OR FREEZE! , Or a similar command, stop immediately with the gun muzzle pointing safely down range, with your finger outside the trigger guard, safety on, and await further instructions from your Range Officer.
ALCOHOL
& DRUGS: No
participants or spectators shall consume or be under the influence of
alcohol and or non-prescription drugs at the range. On the other hand,
anyone deemed to be under the influence of prescribed drugs, and have
been deemed to be posing a safety hazard to themselves or anyone else, will
be dealt with on an individual basis. AMMO SAFETY: Rifle ammunition shall be .223 Remington (5.56) ONLY. No .30 caliber rifles or ammo will be allowed for this match, due to the new air operated targets that are on the picnic shelter range. These target stands are not warranted against .30 caliber ammo (.308, 30.06, 7.62X39 etc). No tracer, incendiary, armor piercing or steel jacketed ammunition is allowed. Shotgun ammunition shall be 20 gauge or larger, lead shot and slugs only. Pistol/revolver ammunition shall be 9X19 or larger. Ammo will be tested using magnets on shotgun and rifle stages. IF YOU HAVE ANY OF THE SS109, RADWAY GREEN, US MADE M-855, OR ANY OF THE OLD TYPE STEEL CORE WOLF AMMO, THE BEST THING YOU CAN DO IS LEAVE IT AT HOME, AND PURCHASE COPPER JACKETED LEAD CORE RIFLE AMMO. IF YOU ARE NOT SURE ABOUT YOUR AMMO, YOU MAY WANT TO TEST IT WITH A MAGNET BEFORE LEAVING HOME. ALL AMMO WILL BE TESTED WITH A MAGNET ON STAGES THAT HAVE STEEL TARGETS THAT ARE TO BE SHOT WITH YOUR RIFLE. IF YOUR AMMO STICKS TO THE MAGNET, YOU WILL BE DQ'D AND SENT HOME........NO KIDDING,.....THIS IS NOT A JOKE. THERE HAS BEEN WAY TO MUCH DAMAGE TO OUR EXPENSIVE STEEL THE PAST TWO YEARS, AND THIS YEAR IT'S GONNA STOP. DRESS CODE: Clothing with any offensive or obscene logos, sayings, pictures, or drawings will not be worn or be displayed at the Training Facility. Shirts that display logos & advertisements from sponsors of the Practical 3 Gun Shooting Sports are most certainly allowed and encouraged. The Match Director will have the final say so of dubious taste.
SPORTSMANSHIP AND CONDUCT: Participants and spectators are expected to conduct themselves in a courteous, sportsman-like manner at all times. Disputes will be handled by the Match Director or by submission to the arbitration committee (aka the Match Director)
SCHEDULING: No competitor will compete for score, or be allowed to practice fire any stage before their scheduled date. Anyone caught on the range making a match practice run, will be DQ,d, and not allowed to participate in the match. The range will be closed to all regular competitors prior to the scheduled match opening date of October 21, 2006 , and daily after 8:00 PM. October 19th & 20th, 2006, is reserved for shooting by the Match Officials ONLY. No shooting will commence before 8:00 AM on October 19, 2006 , & October 20, 2006, and October 21, 2006 & October 22, 2006. All weapons should be zeroed prior to your arrival. There will be no time to zero weapons. INSPECTION: There will be no inspection in the shoot house. It will be a blind stage. For all the other stages, when the entire squad is assembled, a brief stage walk-through will be given, followed by a five-minute inspection and question period. Shooters may negotiate obstacles and memorize their shooting game plan only during the five-minute inspection period. The on-deck competitor only may additionally negotiate obstacles while the previous competitors targets are being scored. Please have the courtesy to stay off the stages until it is your squads scheduled turn to shoot. Shoot House: There will be no inspection of the Shoot House Stage, as it will be a “Blind Stage”. The shoot house provides 360 degree shooting in six rooms and three hallways. In addition to eye and ear protection, you will be required to wear a body armor vest, and a Kevlar Helmet. The timer will be attached to the back of your body armor vest. For the shoot house, Lights Off Stage, you will be required to start with your pistol drawn, and held at the low ready position. Your flashlight may be hand held, or mounted to the pistol frame rail, if it is equipped with one. When the buzzer sounds, enter the shoot house. You will enter alone, and search all rooms and hallways for designated targets. When you have completed your search and destroy mission, you will be required to shoot a stop plate out the back door of the shoot house, that will end this stage. At that time, you will holster your weapon, and yell "CLEAR"! The RO will come to you, clear your pistol, and re-holster it. Your targets will be scored and taped on the way out. After you have shot this stage, please help out by entering the shoot house with the RO, to assist in pasting targets to help the stage run faster, so this stage does not to get backed up. If you have body armor and a helmet already issued to you, you may bring them with you, and use them for this stage. There will be 2 sets of armor and helmets provided, so that the on deck shooter can be getting ready when scoring for the previous shooter is being completed. You will need a good flashlight for the "LIGHTS OFF" Stage. If you do not have one, a representative from Digilight USA, will be there to provide one for you to use. HAZARDOUS AREAS: Safety flagging will identify areas beyond which competitors and spectators are prohibited for safety reasons.
EYE & EAR PROTECTION: All competitors and spectators must wear eye and ear protection while on the range.
IMPENETRABLE: All targets, no-shoots, vision barriers, and hard cover zones are impenetrable to a full bullet diameter. Bullet holes that are partially or fully in the non-scoring border will score according to the circumstance. All walls, barricades, vision barriers and other props are considered hard cover unless otherwise noted.
FAULT LINES: No part of a competitors body may touch the ground on the far side of a fault line or outside a shooting box while shooting. The match staff will assert that a competitive advantage has been gained in the event of any fault. Match officials will not listen to any arguments or debates as to whether an advantage was gained.
TARGETS: Cardboard IPSC targets, Pepper Poppers, US Poppers, Clay Pigeons, Newbold Self Sealing Targets and plates of various styles and sizes are used in this match. No-Shoot targets with an X painted on them are white.
RESETTING STEEL, TAPING TARGETS, & PICKING UP BRASS: Competitors are expected to stay together as a squad to re-set steel, tape targets, pick up brass, and empty shot shell casings, and to help maintain efficiency on each stage.
METAL TARGET CALIBRATION: If a steel target has failed to fall keep shooting until it falls. If it will not fall, and appears to be out of calibration the RO will stop the shooter for that stage, and correct the problem and you will re-shoot the stage. Poppers are calibrated with 9MM Parabellum loads chronographed to a power factor as close as possible, but not less than 125.

FACILITIES
REST ROOMS: Are located inside the training facility along with vending machines. You may want to pack a small lunch. BlackHawk Hydrastorm hydration systems ,Gatorade, and energy bars are recommended.
PARKING: Competitors may park in designated parking areas.
SPECTATORS: Everyone must wear eye & ear protection while on the range. Climbing on berms is not allowed. Children must be under the direct supervision of a parent at all times.

Display booths for the F.O.P. 3-Gun Match sponsors will be located in
safe areas around the range.
FOR
THE F.O.P. MATCH WE WILL USE THE FOLLOWING EQUIPMENT CLASSIFICATIONS: "TACTICAL
MATCH EQUIPMENT ONLY"
Paladin
Scoring System: On
a standard IPSC Metric Paper Target, you must place 2 rounds of any
combination, inside the A, B, C, or D zone in order to get at
least 8 points on that target. An A zone hit = 5 points, a B zone hit =
4 points, a C zone hit = 4 points, and a D zone hit = 2 points.
You may fire as many rounds as necessary to get your required 8
points. For example: You will need to get 1 A zone and 1 B zone hit, or
2 B zone hits, or 1 B zone and 2 D zone hits, etc. , etc. For shotgun
targets, you only have to hit your target once to get your 8 points, (ie:
steel down, clay broken, or Newbold Target moves when hit.)
If you do not get the required 8 points on your target,(pistol,
rifle or shotgun) it will add 10 seconds to your time. No shoot hits,
+10 seconds, misses, +10 seconds, and
procedurals, +10 seconds. As you can see, this will be a TIME BASED
MATCH ONLY.
THE LEWIS SCORING SYSTEM WILL BE UTILIZED
FOR AWARDING CASH PRIZE PAYOUTS.
